The technologies for making PDFs accessible (Acrobat, Word, screen readers etc) have improved beyond all recognition over the past few years and it is now easy to make almost all PDF content fully accessible.
Accessibility testing 14 PDF conversion tools
There are many tools available for converting documents to PDF. We tested 14 of them for their ability to generate accessible output. The results were highly polarised. A few produced excellent results, but the rest performed poorly, if at all.
