A programming language is essentially a means of communicating between humans and computers. Traditional computer science research has studied the machine end of the communications link at great length, but there is a shortage of knowledge and research methods for understanding the human end of the link.

Change is never easy, but in this case, it would also come with some real challenges. There is the crucial question of how a change would affect the recruiting schedule, as the current system revolves around an April start date.

According to a Japan Times editorial today, Japan is set to increase the number of foreign students studying in Japan to around 300,000 by 2020. This represents a 250% increase over current levels (there are currently about 120,000).
