Comme Debian, au bout d'un certain temps, Ubuntu archive les distributions sur un autre serveur, pour alléger les miroirs notamment.
Pour Ubuntu, il semblerai que les anciennes distributions soient sur ftp://old-releases.ubuntu.com/ubunt... En changeant le serveur dans ton fichier /etc/apt/sources.list, tout devrait rentrer dans l'ordre.
(Pour Debian, le serveur est ftp://archive.debian.org/).
