Similar to Seeqpod, Mixtape.me "grabs music from around the web, notably from Seeqpod, and does a great job of letting you make and browse playlists in an environment reminiscent of desktop music players.
You don't need an account to create a Quick Playlist on mixtape.me. You can just start adding tracks from searches and other people's playlists. Registering an account lets you add (but not upload) mp3s and save your playlists. There are also a lot of extra touches, like grabbing song info, lyrics and album artwork automatically. "This is a Dutch site, in Dutch, leaving me with next to no idea what is going on here--except that, clearly, this site at any given time hosts a bunch of cool album streams. It's all very legal and above board, as the Luisterpaal (which might or might not mean "listening pole") is part of something called the VPRO, which is a television and radio network in the Netherlands. As far as I can see you'll find streams here that you won't anywhere else, and they change with unrelenting regularity. Best of all, the people behind this have really eclectic--and excellent--taste. Highly recommended"

Type in an artist you like and Last.fm creates a "station" that plays music similar to it that others have liked. Once you have played enough artists, Last.fm will let you know who your musical neighbors are. You can listen to their "stations" for free. If you sign up (for a small monthly fee) you can play your personal "radio" or your tagged items. Great for discovering new music, and also keep track of hard to find artists by tagging them.
